Fall of the Warlock Kings
Once the second city of the Dragon Empire, and the greatest of its ports, Ullien Kail has a long and storied history of brilliant admirals, daring sea battles and bold exploration. It was here, so the stories report, that the fleet led by the Seven Dragons first docked, and here, some claim, that the last of those Seven died while attempting to return to ancient Rhu’alan across the Dragon Sea. As the Dragon Empire declined, so too did its second city, though the infusion of human refugees from Tousalar’s Empire long held off that decline, and led to Tousalarian being heard in the city at least as much as Draconic. The city itself is unwalled, and sprawls out over a vast area overlooking a great bay, with delicated colored villas on high cliffs and on islands in the bay itself for the rich and idle. The docks, once well maintained and fully equipped with drydocks and shipbuilding facilities, have long since fallen into decay, and it was only pleasure ships from the mainland that found there way to the city. What little of the navy of the Empire that existed was based here, but most often it was a dozen or less warships, in poor repair, and mostly crewed by rough humans. When the city of Kydon Kail fell to the Great King, the few ships based there found their way to Ullien Kail, as did a new presence, the massive warfleet of Viir, which seized the city and the island, and has declared it a protectorate of Viir. The folk of Ullien Kail are resentful of this loss of freedom, but are slightly more accepting of the Viiri than they suspect they would be of the Great King, were he able to cross the narrow seas, which his lack of a fleet prevents.
